Julio Lossio, ex-prefeito de Petrolina e o ex-vice, Domingos Sávio , compareceram na segunda-feira, 17, em audiência movida pelo Ministério Público Federal (MPF), na 17ª Vara de Justiça Federal em Petrolina, para prestar esclarecimentos sobre convênio firmado com o Ministério do Turismo, em 2009.
O MPF, queria saber, o por quê, dos contratos firmados à época, não precisaram de licitação, e se os mesmos estavam de acordo com o artigo 25 da Lei 8.666/93. Segundo reza o artigo, não é preciso a exigência de licitação quando não houver competição entre empresas. Esse tipo de contrato, é legal, e pode ser feito para aquisição de materiais, equipamentos, que só possam ser fornecidos por produtor, empresa ou representante comercial exclusivo.
O artigo ainda diz, que pode haver contratação de serviços técnicos, com profissionais ou empresas especializadas, de qualquer setor artístico, diretamente ou através de empresário exclusivo, desde que a empresa seja conhecida do meio, ou conhecida pela opinião pública. O Festival Geraldo Azevedo, foi realizado em dezembro de 2009.
