“Quanto pior melhor”. O caos nas finanças municipais no Brasil, é uma triste realidade. Com menos repasses federais e arrecadação própria de impostos, os municípios têm dificuldades para enfrentar problemas diversos, principalmente como a seca. Quase 20% dos prefeitos do país que vão assumir o cargo neste dia 1º de janeiro governarão municípios em situação precária.
Levantamento indica que nada menos do que 999 cidades têm decretos reconhecidos pela Secretaria Nacional de Proteção e Defesa Civil com validade até 2017. O país possui 5.570 municípios. A região Nordeste é a mais afetada. Essa situação levou vários prefeitos a desistirem de reeleição em seus municípios.
Os decretos de anormalidade têm validade de 90 ou 180 dias e vencem entre janeiro e abril de 2017. Com eles, prefeitos reduzem burocracia e têm direito a verbas federais exclusivas para ações de resposta ao desastre –seja ele qual for.
Com a pior seca do Nordeste, quase metade dos municípios da região entram 2017 em emergência. São 853 dos 1.794 municípios em emergência válida até alguma data do próximo ano.
