A Câmara dos Deputados aprovou em primeiro turno, no início da noite desta segunda-feira, (10) a Proposta de Emenda à Constituição (PEC) 241, que impõe novos limites aos gastos públicos. A medida foi avalizada por 366 parlamentares, enquanto 111 votaram contra e outros dois se abstiveram.
Para que a medida fosse aprovada, eram necessários 308 votos favoráveis. O governo, portanto, obteve 58 votos acima do mínimo definido pelo regimento interno da Câmara. A sessão contou com a presença de 481 deputados, o equivalente a 93,8% do total (513). A votação da matéria em segundo turno ocorrerá após um intervalo de cinco sessões.
A proposta, que foi alvo de disputas entre governo e oposição nas últimas semanas, limita os aumentos nos gastos públicos pelos próximos 20 anos. Pelo texto aprovado, o crescimento nas despesas de um ano para o outro fica restrito ao mesmo percentual do acumulado do Índice de Preços ao Consumidor Amplo (IPCA), nos últimos 12 meses. O IPCA é o indicador oficial de inflação no Brasil.
Enquanto oposicionistas afirmavam que a PEC irá tirar investimentos em áreas essenciais, como saúde, educação e assistência social, o governo defende que a medida é importante para que o País atravesse a crise econômica. Em relação à saúde e à educação, os aumentos só serão indexados à inflação a partir de 2018.
