O presidente Michel Temer não assinou o decreto que reajusta o salário mínimo. Com isso, o piso nacional vai permanecer em 954 reais até que o presidente eleito, Jair Bolsonaro (PSL) publique o documento.
No Orçamento para 2019, aprovado pelo Congresso, a previsão é que o mínimo chegue a 1.006 reais, aumento de 5,45%. O piso nacional é usado para calcular aposentadorias, seguro-desemprego, Bolsa Família, entre outros programas sociais do governo federal.
Para valer em 1º de Janeiro, Temer precisaria enviar uma edição extra do Diário Oficial da União até o fim do dia. Questionada sobre a possibilidade, a Casa Civil não respondeu. Ao jornal O Estado de S. Paulo, auxiliares do presidente afirmaram que ele deixará a missão ao sucessor
Tradicionalmente, o aumento é publicado nos últimos dias de dezembro com uma previsão de inflação feita pelo Ministério da Fazenda, já que o índice oficial só é publicado em meados de janeiro pelo Instituto Nacional de Geografia e Estatística (IBGE). Por isso, o valor pode ser menor que o previsto no orçamento.
Para chegar ao valor do salário mínimo, é feita uma conta que leva em consideração o Produto Interno Bruto (PIB) de dois anos antes mais a inflação do ano.
No caso de 2019, o PIB usado é o de 2017, que ficou em 1%, primeiro aumento após dois anos de recessão. No caso da inflação, o índice usado é o INPC de 2018. A previsão do Ministério da Fazenda é que o índice fique em 4,2%.
Para 2020, no entanto, a regra pode mudar. Bolsonaro tem até abril para decidir se mantém a regra atual ou define outro reajuste.
