Vereadores de Petrolina receberão batata quente para descascar. Miguel Coelho na berlinda: contas irregulares; Entenda
A Segunda Câmara aprovou o voto do relator por unanimidade . Agora, o parecer prévio do órgão, seguirá para a Câmara de Vereadores de Petrolina, onde será votado pelos parlamentares.
Um parecer nada favorável, foi divulgado pelo Tribunal de Contas do Estado (TCE) que dentre muitos detalhes , aponta irregularidades nas contas do ex-prefeito de Petrolina, Miguel Coelho (UB). Para quem não lembra, Miguel, foi candidato a governador de Pernambuco em 2022. Os documentos revelados trazem ressalvas das contas do exercício do cargo em 2019 do ex-prefeito .
A gestão de Miguel Coelho, segundo afirma o relator do processo, apresentou falhas de controle constatadas. O relator, acrescentou ainda que os erros aconteceram desde o planejamento governamental, até a execução orçamentária e financeira. Essa tipo de ação contrariou as normas de controle orçamentário, financeiro e patrimonial.
Ainda segundo o relator do processo, houve a inscrição de Restos a Pagar Processados (RPPS ) a serem custeados com recursos vinculados e não vinculados sem que houvesse disponibilidade de caixa.
O conselheiro Carlos Neves, apontou RPPS em desequilíbrio atuarial, haja vista o déficit atuarial de R$ 633.367.714,55 e não adoção da alíquota de contribuição patronal normal sugerida na avaliação atuarial, demandando medidas de controle para o resgate do equilíbrio de suas contas.

Vale lembrar que bem recentemente, outras contas também chegaram na Casa, aprovadas com ressalvas pelo mesmo Tribunal , e ainda assim, vereadores quiseram votar contrário ao parecer do TCE só por quê as contas eram de prefeitos contrários ao governo que hoje comanda a cidade. Divergências com o TCE
Não é a primeira vez que Miguel Coellho tem divergência com o TCE. No dia 26 de novembro de 2020, o Tribunal de Contas do Estado (TCE) interrompeu a concorrência nacional da Prefeitura de Petrolina para escolher uma empresa para substituir a estatal estadual Compesa, na prestação de serviços de água e esgoto do município.
O pedido ao TCE de suspensão da licitação foi da própria Compesa, do Governo do Estado. A liminar foi proferida pelo conselheiro Carlos Neves, relator no TCE das contas de Petrolina.
Na época, o prefeito Miguel Coelho (MDB) se pronunciou sobre a decisão do TCE e sobre o pedido da Compesa, em seu perfil no Instagram.
“O TCE aprovou o nosso edital. Uma vez foi suspenso, atendemos todas as exigências. Agora, a licitação estava marcada para 30 de novembro e mais uma vez o TCE suspende. O mesmo TCE que já aprovou a licitação com todos os seus anexos”, afirmou Miguel.
Miguel também disse que ficou frustado, pois o STF lhe daria o direito de licitar. Na época, Miguel Coelho falou que a Compesa estava supostamente “contra o povo da cidade”.
“É lamentável. É da gente ficar bastante frustrado. Vamos atender as exigências mais uma vez. O STF já disse que nós temos o direito de licitar. Nós teremos sim uma nova empresa”, disse Miguel, no Instagram.
É mais fácil eles recebem uma mandioca do que batatas.
